Facebook is seeking a Public Policy Manager to lead our efforts in Brazil to educate and build support among key audiences for our plans, products, and policies. We are looking for superb policy expert who can combine a passion for internet services like Facebook with a deep knowledge of the political and regulatory dynamics in Brazil and in Latin America. The successful candidate will understand how to navigate Brazilian government organizations and legislative and regulatory processes effectively. This is a full-time position located in Brasilia.

Responsibilities
Develop and execute strategic approach to achieve company goals in public policy
Monitor legislation and regulatory matters affecting Facebook and advise company with respect to policy challenges
Represent Facebook in meetings with government officials and elected members
Work with policymakers and non-governmental organizations on issues of privacy/data protection, safety and security, intellectual property, net neutrality, and other Internet-relevant public policy concerns
Advise Facebook teams on public policy matters to guide development of products, services and policies
Manage responses to government inquiries
Protect and enhance the reputation of Facebook and its products
Prepare briefing materials and manage executive spokespeople

Requirements
A degree or advanced degree in a related field
10+ years professional experience, working on relevant policy issues and policy communications. Candidates with both government/politics and industry experience strongly preferred
Keen understanding of Brazilian political institutions
Outstanding judgment and persuasive skills, creativity, and the ability to work in a dynamic environment
Ability to think, plan, and execute resourcefully and autonomously
Exemplary verbal and written communication skills
Fluency in English and Brazilian Portuguese, Spanish a plus

The Global Enterprise Application Operations Expert Centre team is division within Mars IS responsible for providing 24x7 expert level supports for infrastructure of hosting Manugistics (Apollo) and other Non-SAP applications, as well as application end-to-end performance analysis for internal applications/infrastructures by using CompuWare Application Vantage/Client Vantage. The team is located in 3 Mars IS hub sites along with an offshore team located in India.

The job holder functionally manage the Enterprise Application Operations team located in 3 Mars IS Hub sites, and line manage the BI tools Ops team and DBA associates in GUA

Jobholder needs to work closely with other GIST, COE teams to design and implement global standards and assist in the development of strategy, policies, standards and procedures for the Manugistics (Apollo) and application performance analysis. Key Accountabilities
· Functional Management
o Manages Infrastructure level support team for Manugistices (Apollo) and other Non-SAP applications located in 3 Mars IS Hub sites (3 FETs) and offshore team in India (3 FETs)
o Leading the Application performance analysis team to deliver the application/infrastructure overall performance analysis service to IS internal teams by using CompuWare Vantage/Client Vantage tools
o Ensure the operational excellence, managed the performance by metrics
o Managed the communications and escalations from account managers, COE and application team, ensure service delivered in high quality
· Line Management:
o BI tools and Oracle/SQL database export centre team in GUA
o Objectives and development plan setting
o Engage and motivate direct reports
· Budget Management:
o Prepare the operating plan and CAB plan in responsible area for Global budget submission
o Track and forecast the spending in GUA Cost centres to meet the financial targets
· Technical management
o Own and lead the technical activities on Apollo and other Non-SAP applications within the team scope
o Drive the resolution of issues, implement long-term solutions to minimize Incidents and maximize efficiency by collaborating with COE, Processing/Storage, DBEC/DBA and other GIST team, ensure PIR (RCA) is conducted for critical incidents and actions are being follow through
o Provide preventive system maintenance, proactive monitoring, and tuning of systems with goal of streamlined processes, coordinating the global outage with related GIST/Coe teams, improved automation and application performance. Ensure appropriate backup/recovery and DR solutions are in place
o Ensure Effective handover / transition of issues between different regions as "Follow the Sun" (FTS) support.
o Driving the execution of CIP (Continue improvement project) for supported landscapes, working closely with GIST and Coe Development team on Apollo/other applications evolution and make sure operational issues and strategy are being addressed in the future technical roadmap
o Responsible for application performance issue investigation and proactive performance analysis, new applications performance benchmarking by using Compuware Application Vantage and HP BAC tool

· Knowledge Management
o Maintain and update relevant documentation for landscapes she/he is responsible for (Wiki, SharePoint, Magic CMDB)
o Participate with the EA development and COE team to transfer of knowledge to MSD (Service Desk) in pushing down tickets from Tier 3 to Tier 2 to Tier 1.

o To be key technical point of contact for Global in Apollo area for Mars IS teams
o Phasing, communication and planning of activities / progress for CIP and mainstream projects, driving and controlling project execution
o Self (and contractors) workload management through the tools already in use (Magic Change and Work Orders).

o Reporting / escalation of any bottleneck /delays /business impact.
o Manage associates and contractors daily deliverables
o Manage the security of all system data.
o Plan capacity and manage application lifecycle for supported landscapes. Challenges
The team of associates are located in 3 Mars IS hub sites along with a group of offshore contractors. Therefore, it will be necessary to hand-off to other regions as well as have a good understanding of other regions in order to provide effective support.

There may be times where weekend and/or nighttime problems must be worked on, the associate will be expected to be available. Communication between regions and with other team members will be very important.
Technical experience
Technical background in the IT Operation or Development over 6 years plus timeframe, demonstrate strong technical experience with deep understanding on one or more IT technology areas
Management experience requirement
· Good understanding of the Infrastructure Operational Support dimensions
· Strong Negotiating, Conflict Management and Influencing skills
· Good People Management skills, ability to Developing Direct Reports and Build Effective Teams
· Remote Management skills
· Team leader or manager experience is preferred

Technically proficient in the following areas are mandatory

Support or development experience on one or Manugistics (JDA) tools or other supplier chain management tools 2 year experience
Working level skill or experience on Linux 3 years experience
Working level skill or experience on Windows 3 years experience
Basic knowledge of Oracle Database management 2 year experience
Knowledge and experience of network principles (TCP/IP, WAN, LAN, Firewall, Proxy…) 2 years experience

Technical experience in the following areas are prefer
Other business application support experience 2 Year experience
Actual experience with end to end application performance monitoring tools (like Application Ventage, HP BAC…) 1 Year experience
Shell/ Perl scripting 1 year experience
ITIL 2 Year experience
Knowledge of virtual machine / cluster 1 Year experience Personal skills
· Be able to get along with a global team & work with team mentality.
· Be able to work well with multiple global cultures.

· Managing & Measuring Work: able to measure the effective resource load and activity level as well as their project delivery with the right quality (Right the first time) and timeliness. Address Associate delivery gaps through the appropriate feedback and coaching. Review the Contractor gaps directly with the Offshore Service Manager.
Customer Focus: address team customer expectations for specific tasks disturbing production or any project activity. Review customer requirements and agree way forward to fulfill them or provide a workaround. Measure and manage the delivery through metrics linked to the user experience. Provide the right information level to demonstrate control over any activity, project or issue

· Delegation: delegate technical activities to the Associate team for training and coaching purposes. Delegate the repetitive technical execution to the Offshore Contractor team regardless of their time zone work time.
Developing Direct Reports: create the right environment for Associates to learn the team technology through a variety of assignments and a rotation of responsibility within the team. Continuously review their development plans and the agreed associated activities. Assign at least one very challenging objective to each of the team members. Provide feedback and coaching throughout the year on a regular basis (weekly to monthly)

· Conflict Management: able to operate within a global peer network with very different nationalities and a very diverse customer group with opposite interests and types of requirements (examples: project versus support, performance versus stability and change versus non-change)
· Problem Solving: able to solve complex technical problems by incorporating others perspective and own experience as well as the vendor input
